Make of this what you will. I've checked with three different distributors today. One isn't offering even a guess of a release date for S&V. One has pushed their nebulous "January" release date to "February" (for what it's worth, this distributor had always listed 1/26/15 as the cut-off for pre-orders, so there was never much chance of S&V coming out in January).

But my third distributor has a date set. March 1st, 2015.

Again, I don't recommend anybody take this as the Gospel according to RagnarokSquadron, but this is the first time I've seen an exact date pinpointed from an actual game distributor, and not from Amazon or some other online retailer.

Wayland games says Expected to ship on 27-FEB-15.

I think March 1, 2015 sounds about right. Releasing a Wave right in the middle of Store Championship season is going to be weird though, with some players/shops having the newer ships and some not having them.

Scum and Villainy will be legal for all official tournaments the moment they are available for purchase at the retail level.

Our store tournament is March 14 and it's very likely scum will be out by then

For those that may be wondering, page four of the official Tournament Rules has the following text under the Tournament Squad Pool, subsection Legal Products:

In North America, products are legal upon their release. Competitors outside North America should check with their TO to determine which products are tournament legal.

The rule just got turned backwards, before they were not legal till they said they were, now they are unless they say they are not, which I believe may have happened once before... Can't remember for sure though. I think it was imdaar stuff...

I don't know what to tell you. I quoted the rule straight from the tournament rulebook about when things are or are not legal. Could they change it up to say S&V is not legal till Regionals? Sure. Have they made that change? Nope. Will they make that change? I'd bet an Imperial Raider that, no, they won't. Would you like to take that bet?

I think he's just referring to Wave V not being legal at Worlds. Plenty of people had them already, but I don't believe they were widely available at stores, so FFG came out and explicitly stated that Wave V wasn't tournament-legal.

That's just it, Wave V was specifically added to the tournament rules because while available, they were not released in stores. S&V is not going to have a GenCon-type event where they will be available in a limited way. If anything, the Wave V stipulation at Worlds further proves the point of "legal upon release."

Oh I completely agree, I understand that once it's in-stores they don't need to make a further announcement that "Hey everybody, it's cool to use these now." I think the new way is a little smarter, we don't have to wait for an update of the Tournament Rules pdf. I was just pointing out the example of when they did restrict use of product.

Yeah, stuff like that is what I was referring to. I'm saying they will restrict them till the end of SCs, I'm just saying they could and it wouldn't be too surprising.
