I wasn't aware that the Turkish Ș is with a cedilla, only of the c with cedilla. A quick search revealed no languages that use Ș with cedilla. My apologies, I was only basing my comment on the controversy in my country related to comma-vs-cedilla, where cedilla was used for a very long time because of lack of OS support.

I would like to thank the OP for pointing out that I was using the wrong Ch, and I will now call him Cherri (Sherri) from here on out
