Phantom Decloack Barrel Roll "action"

So discussion with friend. Can a phantom that decloaks, do a barrel roll in the same turn.

Argument against is wording of expert handling Argument for is world champion video (1:22 in) where whisper does it.

I am on fence. I think it is allowed but want a clear FAQ. What say you?

Decloaking is not a a barrel-roll and is also not an action. There is no reason that you would be unable to perform a barrel-roll action after decloaking.

Expert Handling used to read something along the lines of "Action: Do a barrel-roll". This allowed people to barrel-roll twice since Expert Handling was not granting a barrel-roll action.

The barrel roll for decloaking is not identified as being an action. In fact, they kinda seem to go out of there way to avoid calling it that. Since it is not an action, performing a barrel roll action in the same round is allowed, because you are not performing the same action twice since one of them is not an action.

More specifically, they state that it is not an action or a maneuver, so one could extrapolate that it's an 'event' that comes from spending the cloak token.
