Sensor Jammer timing?

Hello all, was just curious when exactly sensor jammer occurs? The guy I was playing with was thinking it didn't happen till after he rolled his defense dice, which happens after I modify my dice I thought. If that was the case then I would need to spend 2 focus tokens on 1 attack, which makes no sense.

I assumed the sensor jammer happened when I initially rolled my dice, before I modify them, which makes the "cannot reroll" part actually make sense.

On a different note, they also said that Imperial starts 1st if points are even, is that true?

Attack process goes:

Attacker rolls red dice

- Defender modifies red dice [sensor Jammer happens here]

- Attacker modifies red dice [spending the focus would happen here]

Defender rolls green dice

- Attacker modifies green dice

- Defender modifies green dice

As you can see, any dice you roll, your opponent gets first opportunity to modify and vice versa. Also; red dice are resolved in their entirety (including spending target lock and focus etc) before the green dice are even rolled.

In response to your second question. According to the rulebook for social play, he is correct in that the Imperial side will have initiative if points are equal.

However, in the tournament rules, used for all sanctioned (and most other) tournament events, if points are equal, you toss a coin and the winner gets to choose who has initiative. In the event 1 player has less points, that player chooses.
