I'm gonna say counter with Corran+Dash and have them go toe to toe in their size class

Depends on what you are taking, but normally focusing the big boy down super-quick-like-now is a good way to go. A loaded deci can cost north of 60 points. You take that out, then he has to go on the offensive (in a timed match) and that lets you dictate the terms of engagement. Turrets help with the crazy maneuverability of the phantom, and even at a lower PS you can kill them eventually.So, focus fire all the way, ships with dependable damage help (turret, gunner, 4 att dice, etc.) and phantom blocking is a great skill to have if you're not going to play the PS game. But, against a two ship list, always always always kill a gun a fast a you can and tip the numbers your way. It's a gamble in some cases and some opportunities take precedence of course, but it works well for me. Just be very aware of your weaknesses against high PS and use moving first to your advantage.
Specifically I like Han and Corran for killing the Chrianeau/ Whisper lists.

2 basic xwings only have a ps of 2. Corran with VI has a PS of 10, so you move after whisper (so you can maneuver into a good spot) and shoot before he cloaks.
Because corran fires twice in one phase. Cannot shoot next round but is very powerful if you get to range one of a decimator.
8 damage that turn if you have good rolling. More for direct hits.
Take a swarm. A Decimator will go down against a swarm even quicker than a Falcon. The Phantom you can block and prevent from decloaking or force to decloak in your fire zone.
Corran is better than two x-wings in the right hands. His ability to double tap (especially with FCS) is deadly, regeneration of shields (via R2D2) can keep him alive for twice the amount of hits he could normally soak, and the maneuverability is good enough to help avoid some fire. Couple that with the fact that a savvy flier will give you opportune shots at him to just fly away and regenerate while you ignore the other ship (Han in this case) and there is your recipe. I would also add that in a list with Han, VI on Corran is a waste. Much better with PTL so you can turtle if you know you're going to take fire. Just remember that the best way to beat your opponent is to simply play as much as you can. Experience is the best teacher in this game. No list will beat skill on the strength of the list alone. However those dice...
The phantom is definitely the bigger threat for most squads. If you have a good shot on it, take it, otherwise whittle down the decimator in the meantime.

I would go against the Phantom first. Typically, I've found it's best to take it down first, when you have more ships covering more arcs, and the approach is a bit more predictable than late game. But just to be sure, I've been running Corran w/ VI + EU (and other stuff) to deal with Phantoms.
Seems like swarm is the right way to go. From a rebel perspective it seems like VI Luke would be a good starting point, decimator can't quite reach Han levels of offense so he'll have some resilience and move/shoot after whisper. But relying on anything in an X wing isn't a great call. Ptl Corran is a good counter to large ships I've found, I tried running Jake as a low cost sub to him with mixed results. Someone smarter than me will put it together.
It seems like the swarm is good, and has the necessary tools, but it is much easier said than done. Chiraneu and Whisper both have crazy pilot skill and movement capabilities during the activation phase that puts huge pressure on the swarm to control the movement. The swarm has to spread out and engage in bumping in order to even get a shot at Chiraneu. Done well, and the ship can go down fast. Whisper on the other hand is almost not even worth going after seriously, only enough to scare him away if the swarm isn't in immediate danger. Just like Dash/Corran and Han/Corran, this lists puts all the hard decisions on the swarm player due to the pilot skill and maneuverability. The swarm can win, but in 60 minutes every move has to be precisely correct.
I've only gone up against this once, but when I did I chewed it apart big time.

I know you were looking for rebel counters, but we had this pairing at our local tournament - it did well, but it fell to my build
3 x sigma squadron phantoms (recon specialist, advanced sensors, stygium particle accelerator).
I think it also fell to a rebel mixed swarm (2xZ95s, 2xBs, X)
As for which to take out first - it depends on what your opponent provides. And I you have turrets, the Phantom can be left

Edited by RumarI have taken out decimators with just corran, and yesterday my son took out my decimator using Corran. Rush in for a double tap hit, then back off and regenerate with R2. Just watch for bombs. Time is the enemy but once you start putting crits on the decimator it call fall apart fast.

The concept is that Han with VI and gunner just destroys Phantoms. You kill Whisper with him and after that Corran has free reign.
I just think this list has problems against other Falcons or Dash because i dont have an Engine upgrade.
But it has a really good matchup against Phantom/Decimator...

Am I the only one who finds Keyan paired with a Falcon to be more effective than Corran?
I love love love Keyan, especially with SoT or PtL. But Corran's double tap is effectively PS13 . Killing a ship before the next round trumps pretty much every other ability so far (pilot or card). Having said all that, if Keyan could take R2D2 then I'd probably field him at least half the time. But he can't, so I don't.
Etahn is pretty grand. Flipping lots of crits pretty quickly will cripple the decimator
Played a store tournament on Saturday where my two wins were Decimator / Phantom and Decimator Defender. In both cases, I took out the Decimator 2nd.
I flew Wild Space Fringer with Autoblaster, Wild Space Fringer with Ion Cannon, and Wild Space Fringer with Anti-pursuit Lasers. Killed the Phantom with the Autoblaster, hit the Defender with the Autoblaster and killed with Anti-Pursuit lasers. Having 3 big ships that you can crowd around the Phantom can help limit decloaking options, and a cloaked Phantom's no threat.
