I had this come up today in a tourney where the T.O. allowed Debris Fields & Asteroids during the set up.
Tycho landed on an debirs field. He rolled a red dice = no crit. The player then wanted to peform his chain of actions (Tycho + PTL + Daredevil + EI). My stance was that a debris field is still an obstacle and as such you skip your perform action step if you land on it. The player argued that since the debris field rules did not say you skip the perform action step, that Tycho was an exception (since he can perform actions while stressed) and he should be allowed to take actions while parked on the debris field. The T.O. agreed and allowed the actions.
I still contend that there is nothing in Tycho's abilities that would allow him to override the core rules for obstacles. The difference was Tycho getting shot by 2 ties (Howl + OSP) at range 1/2 with no chance to shoot back or Tycho getting a R1 shot on Howl, with the 2 ties not shooting back...of course he rolled 3 blanks - used the TL (that I still say he shouldn't have had) and then rolled 2 crits and a hit).
