If I have a Hot-shot blaster and Biggs is a valid target but out of my arc, do I need to use it against Biggs (if other target in range 1 of Biggs and so on)? I assume yes.

Yes. You have the ability to attack Biggs (provided his ability is online, of course), therefore you must do so. Can also apply to Nera Dantels.

No, because Biggs' ability only stops his friends being targeted by attacks. The Feedback Array is not an attack, therefore Biggs can do exactly nothing against it.

You never need to attack Biggs. You can always choose not to attack. If you would rather save your Hot Shot Blaster for later you don't have to shoot Biggs, you just can't shoot anyone else.

Biggs's ability does not force you to attack Biggs. it prevents you from targeting enemy ships at Range 1 of Biggs if he is an elligible target. you are also still free pick a valid target that is not at Range 1 of Biggs

You still have the choice not to attack, or attack a target too far from Biggs for him to force it. If you decided to attack a ship inside your arc (and Biggs is within range 1 and out of arc), then yes, you must target Biggs with the Hot Shot instead.
