Neither Bill adama nor saul tigh were in play... so HELO was supposed to be the admiral...

What's happening if the fleet do a FTL jump when HELO is not on board yet (before his second turn) ??? Is it normal that he chose the destination ???

I find it little strange....

How are you mangaing this situation ?

second question :

Can the president do a quorum action elsewhere than in the presidential desk ???

In all the games i did until today, I understood that the only way to the president to do a quorum action is to activate the presidental desk... Now i m in the doubt...

can s/o help me ???

Yes, Helo can choose the destination if he isnt on the board yet. The only thing he doesn't do is move or take actions.

Yes, you can play a quorum card any time you could normally use an action. they behave just like skill card actions. It usually better to use the presidents office where possible though as that will let you draw 2 quorum cards or draw 1 quorum card and play 1 quorum card. If colonial one is destroyed you can still play quorum cards as normal.

The above answers are correct, I just wanted to add a little more with the Quroum cards.

As the right of holding the President's Title, you may always draw ONE quroum card whereever you are at.

As part of the Quroum Cards themselves, you may always play ONE quorum card wherever you are at.

As part of the President's Office, you may combine the two as one action if you are at that location..

So the most efficient place to be when dealing with the Quroum is in the Office. But if something prevents its use (such as the President in the Brig, Colonial 1 blown up, no cards to discard to get to Colonial 1, or Roslin has no cards to activate teh location), then there are other ways to deal with the Quorum. An Executive Order to the President can pull off the draw one and play one wherever the President may be.
