When I use an E ability, the effect start just after the enhance phase. Is that correct?

If it is, since the Stun keyword is considered an Enhance, my opponent should commit his foundations right after the enhance phase and just before he try to block my attack. Not at the end of my attack.

If someone could confirm this, I would be the happiest stunner in town.

Here's how it works:

You announce the enhance, paying any costs. (Stun doesn't usually have any costs)

The ability is considered successfully played.

You and your opponent my play any responses to the enhance being successfully played.

You resolve the enhance immediately.

This means that your opponent would commit for the stun before either of you play any further enhances.
