If an ally goes insane, can he kill an investigator (acting as a monster during the keeper phase) and win the game for the keeper?

If an ally is insane, can the keeper use the fatal mutation card to kill that ally (acting as a monster in the keeper phase) and win?

I'm not sure about the 2nd part of this quiestiong, but yes Allies can be used to kill investigators.
