They are a separate faction, so no you cannot mix S&V with other factions. (if it's a friendly game you can do whatever you want, but as far as the rules go, no).

This is a confusing response - what do you mean by "Not officially"? It sounds like you are saying there is no official ruling... I think what you meant to say is you can't cross factions in official games, which would be a true statement. I do not agree with the "there are no rules for crossing factions" statement - Page 4 of the rulebook under setup states each side chooses a faction (singular). meaning if you want to play by the rules, you cannot cross factions.

Perhaps you run a campaign where you as Rebel or Imperial can earn credits to hire ships from the S&V faction to come fight for you?

It means you can create whatever unofficial rules (ie house rules) you want but FFG has not provided any rules that allow for cross faction pilots.

FFG have spies EVERYWHERE. They will find out, and they will stop you! They're more widespread than the CIA!

To me, seeing that the S&V faction is a mercenary group they should be able to be "hired" by either the Republic or the Empire.
I don't mean share pilots. I mean I could bring the Falcon with and X-wing and a Star Viper.

There is certainly an argument to be made in that direction, but going that route creates all sorts of headaches from a game design perspective. I don't blame them for going the route of a separate faction with the occasional ship that is available to both sides like the Firespray and Hwk.
And they aren't really mercenaries, think of them more as independent operators. If FFG eventually wants some of the individuals or ships in the scum faction to occasionally work for one of the other factions, they can create crossover expansions like they are already doing with Most Wanted.
There is certainly an argument to be made in that direction, but going that route creates all sorts of headaches from a game design perspective. I don't blame them for going the route of a separate faction with the occasional ship that is available to both sides like the Firespray and Hwk.
Eh, any number of games manage mercenary or cross-faction systems well enough, including other FFG games. It certainly does create more interactions (like having to consider every Scum ability in the game with Howlrunner's rerolls or Biggs' protection) but it certainly should be manageable.

If you are talking about the upcoming Mandorlorian Mercenary it is a S&V faction pilot. You can only use it with S&V squadron lists.

For House Rules we were toying with the idea that you can "hire" a scum pilot, but each time one of your ships is destroyed you have to roll an attack die. On a crit result the yellow-bellied scum packs in and leaves the game.

That could work as a house rule to get them in your fleets. Thematically, it would depend on the pilot. Most mando's will complete their contracts no matter what the circumstance
Overall, I really like having this as a separate faction. I think it benefits the game a lot to have a third path for people to go down if they wish. Personally, I am going to stay away from S&V just to keep my costs down. It means in the next wave, I will really only be purchasing the raider, but I still like this idea of converting over some of what we had that fits S&V and introducing some new ships so that S&V will be fully playable at launch.
