This was an old document from my old Clone Wars era game, tucked away in a deep, dark corner of my hard drive long forgotten - until Ghostofman mentioned something that reminded me of it - and I thought I'd share. This might be more appropriate for the F&D forum, but those probably aren't much longer for the world, so here it is.

Background:
Of all the skeletons in the closet, one of the deepest and darkest secrets the Galactic Republic has is a holding facility simply called Area 472. Housed in the depths of the Jedi Temple, under the watchful eye of a team of Jedi, this extensive medical facility is dedicated to housing thousands of inmates and mental patients - all capable of using the Force.
This facility is an unfortunate necessity due to the basic nature of the Jedi training. Nearly every potential Jedi candidates begin Force training very early in their childhood. By age thirteen, the majority of unsuitable candidates have been screened out and released from duty to the Force. Some might just not have the drive or dedication to become part of the Jedi order. Others simply do not have a level of maturity sufficient to deal with the very serious life commitment to the Force. However, in some cases, these individuals some have deeper, more serious problems.
In most human races, certain emotional and behavioral patterns do not fully develop until much later in life, until adolescence or early adulthood. Sometimes serious personality and mood disorders will occur, conditions that cannot be spotted in childhood. There are some safeguards in place, but background study and genetic sampling cannot fully predict who will or will not become mentally unsuitable. If ignored, quite simply, this could be a disaster waiting to happen.
Given the abundance of Padawans (a number in the tens of thousands), even if only a statistically tiny portion of those have mental problems, there would still be up to a thousand mentally unstable Force users in the galaxy - granted that the majority of these beings would be very, very minimally skilled in the Force. However, the due to the difficult nature of the disorder to detect, it is possible - however unlikely - for a Padawan to reach the advanced stages of training before being identified.
Within these psychoses lie the traits that lead to the Dark Side - megalomania, delusions, depression, paranoia and other compulsive behaviors. These individuals are, unfortunately highly dangerous - both to themselves and to the galaxy at large. To execute these Force users simply because of their mental health problems is an unacceptable option. Also, these individuals must be watched and monitored - perhaps even cured if possible, so simply hiding them away on a remote rim planet is also unacceptable. Thus - the need for Area 472.
About Area 472:
Area 472 is a forty level dedicated wing completely isolated from the rest of the Jedi Temple complex. There are only two ways into the secure facility. Main access is through the either one of the two banks of turbolifts leading to the Temple's main security area. The other is via a dual airlock system, leading to the complexes external landing platform. The platform is capable of servicing transports up to 200 meters long.
Area 472 includes housing quarters for permanently stationed personnel, maintenance facilities, security stations throughout, and direct high speed turbolifts for easy access anywhere in the complex (supplemented by stairs, in case of unforeseen necessity.)
Area 472 boasts a state of the art communication and sensor array, custom built for the complex. The communications suite has power boosters, capable of extending the sub-space radio range to a remarkable 200 light years. Also, channel relays allow for instantaneous holographic communication across the galaxy.
Directly below the administration, processing and security facilities is the medical clinic for prisoners. Area 472 maintains one of the most sophisticated treatment and rehabilitation centers in the galaxy. Below that lies the heart of Area 472, where levels of moderate sized holding cells allow the full-time incarceration of 2,000 inmates. Each level is continuously monitored from the administration levels. The entire facility was designed for easy access by security personnel.
Holding cells are sparse yet comfortable, consisting primarily of a cot, small desk and a chair (all sonic welded to the floor and walls). Other Decoration and accommodations are usually kept to a minimum, to be determined on a case by case basis depending on the inmate.
Finally, Area 472 has an independent power plant capable to meet the enormous energy demands of the facility. Isolated life support, power and other support accommodations allows the Facility to continue to operate even in the event of a debilitating natural disaster to the rest of the Jedi complex.
There are approximately 200 Jedi on staff in various roles. Some act as healers, doctors and psychiatrists
The Jedi and the Facility:
Because the Jedi Council does not want the Galaxy know that there is a great number of mentally unbalanced and disturbed Force users in their custody, most beings are unaware that Area 472 even exists. Only the Supreme Chancellor, the Jedi Council and a handful of Jedi proficient in the healing arts know of the facilities existence and location. Despite the secrecy surrounding the facility, there are a great number of Jedi who at least know Area 472 exists. These Jedi are masters who have been unfortunate enough to have one of these disturbed Padawans as their apprentice.
Game hooks:
Jailbreak -
A slip up in security, for just the briefest of seconds could allow an inmate to escape out of his room. If not contained quickly, the breakout could escalate into a facility wide escape. A GM with a high powered campaign might have the PCs on Coruscant at the time of the break, and act as the front line during the containment. Alternatively, the inmates might flee the planet, forcing a system-by-system mop-up. These one on one encounters would be mush easier for weaker Jedi to handle.
Other variations might include a 'Die Hard' like scenario, where the Jedi are on the run in their own facility from a gang of well armed and determined inmates.
The Sith -
Although he probably would not enlist such an unstable element as the inmates of Area 472, Senator Palpatine may use for Area 472 in other ways. If it became public knowledge that the facility exists, the Jedi order could have a PR disaster on their hands. If such a revelation should occur at a time when support for the Jedi is already waning (such as during the Jedi Purge), it could be disastrous for the order.
Judgment call -
How will the characters react if they realize that the Dark Jedi they are fighting is perfectly stable if he could just take his medication? Of course the problem is that he's swinging a lightsaber and about to do unspeakable acts to some innocents.
