Is there any rule tht prevents one from 'fishing' the Curiousty Shop Elder Signs? For example simply camping at the spot drawing three cards deciding not to purchase then do the same thing turn after turn?

yes, at the shops, you must always buy an item if you can afford any of them. You can still hunt for Elder Signs, but it takes an incredible amount of cash to do so.

...not to mention the amount of time that could be spent on f.e. sealing gates through other means :-)
IMO, it's neverltheless too easy too browse the UI deck for Elder Signs or the Healing Stone when just using the base game, expansions that add UIs help.
Yeah, the limited time of the game might shoot you in the foot after a while.
It's also less of a problem when expansions that add unique items (everything with the exception of Innsmouth and Dark Pharaoh) are added to the base game.
But actual rules - no, but it also isn't necessary.
In 7-8 player games, we tend to have one person camping between the newspaper (several cash encounters, as well as a few that give a retainer) and the curiositie shop hunting for useful UIs (elder signs, magic weapons, tomes, etc). Usually works pretty good.

Another reason I add a monster on opening
gates for every "counts as investigator" over 5. Idle hands are the devil's workshop.
