Newbie Question: I Just Started Playing.

Last night 3 of my buddies and I tried a test run on T.I.
I got a few questions that hopefully may clear up some thing for us...

We are playing a 4 player game , and we have everything setup occording to the rule book.

1.) Strategy Phase - does each player select 2 strategy cards during this phase?

2.) Action Phase Order - Does each player get to choose which Action they want to take, or does the person starting first select the action and everyone complete that until everyone can pass.

Example: Player 1 has the speaker token, so he chooses to do a Strategic Action; once he has completed that action the person next (clockwise - player 2) does his Strategic Action, and so on until each player has complete his Strategic Action. Then it is back to player 1, where he then chooses Tactical Action, and ever player then completes theirs.

OR

Is it Player 1 has the speaker token, he chooses to a Tactical Action - completes the steps. Then Player 2 chooses to do a Strategic Action, Player 3 - Transfer Action, Player 4 - Tactical action. Now player 1 can choose either Strategic Action or Tranfer Action? And then each other player completes what they can if not pass?

3.) During the Action Phase - Strategic Action :

a) Is the order determined by the numbers on the strategy card, or is it determined based on who has The Initiative Strategy card and then the flow of play is determined clockwise?

Example: Player 1 has The Initiative Strategy card, Player 2 (who is on the left - clockwise) has Technology Strategy , Player 3 has The Warfare Strategy, and Player 4 has The Diplomacy Strategy . What would be the correct order of play - clockwise of the initiative or the number based on the cards?

b) In a 4 player game each person has to grab 2 Strategy Cards... so does that mean each player can player can play one or play both?

Yes, starting with the Speaker, you select a SC (Strategy Card) and go around the table twice

On each player action, they can choose what type of action they want to do eg-Strategic, Action Card, Tactical, Transfer, Raciel etc. The Action Phase continues until everyone has either done all of their able actions, or they don't want to do any more actions.

3.) During the Action Phase - Strategic Action :

a) Is the order determined by the numbers on the strategy card, or is it determined based on who has The Initiative Strategy card and then the flow of play is determined clockwise?

The play order of the Action Phase, how you take all of your actions, is done with Initiative Order. The number on your SC determines your placement in the turn order, with the lowest going first playing through to the highest.

b) In a 4 player game each person has to grab 2 Strategy Cards... so does that mean each player can player can play one or play both?

Each player MUST play both during the course of the Action Phase before they can pass. The play order is determined by the lowest initiative of the 2 SC's.

To clarify:

The Speaker selects a strategy card and it goes clockwise until everyone has a Strategy Card. Then in a 3 or 4 player game, starting with the Speaker, in clockwise order, select a second strategy card.

Then determine Initiative Order, the lowest player going first, second lowest second etc.

Then the Action Phase starts.

During the Action Phase each player may take any number of actions. The possibilities are:
Strategic
Tactical
Transfer
Action Card that says play as an action
Racial Ability that says plays as an action

Now every player, when it gets to their turn, can choose to do one of the above actions. The only caveat being, that before you can pass you MUST do your strategic action.

For example,
Player one does a Tactical action on his turn,
Player two executes the Warfare Strategy Card-now every player can use the secondary ability before player's 2 turn is over
Player three plays an Action Card
Player four does a Tactical Actoin

You don't follow Strategy Card order for all cards, just the lowest each player has? When we played last time, if I ended up with cards 2 and 3, then after the player who took initiative did their turn I would take a turn for having #2, then take another turn for having #3, is that not correct?

The rulebook itself isn't exactly clear on this; however, the FAQ addresses this very point.

In games where players pick two Strategy Cards, only the LOWER number is used to determine initiative order. Thus, if Player A picks 1 and 8, Player B picks 2 and 3, player C picks 4 and 7, and player D picks 5 and 6, the order would be A, B, C, D, A, B, C, D, .... for that round, NOT A, B, B, C, D, D, C, A, A, B, B...
