I just read that the player with the lower points get to decide who gets the initiative, I didn't realizes he had a choice.
I know the player with the Initiative shoots first and I thought they move first to. After watching the match last night I'm confused because I thought I saw Initiative moving second?

The lowest point total having the choice is a relatively recent change to the tournament rules. In any cases where both players have things that would happen at the same time (most commonly ships with the same pilot skill moving or shooting), the player who has initiative goes first. This is pretty much always an advantage when shooting, but occasionally a disadvantage when moving (which is why someone may choose to not take initiative). Also, the player with initiative gets to place the first asteroid (in some match ups, this is the only effect of initiative).

So in the case of VI Dash vs VI Whisper you want to give the Initiative away because you want to move second. Also don't you want to give away Initiative because you want to place your ships second?

Ships are placed in increasing PS order with player with Initiative placing his shops first in the event of a tie. Usually a preference about shooting first or moving second will dictate the choice more than being able to place tied ships second.
Some other games allow the player with initiative to choose to move and/or fire before the other player. Some games simply decide that the player with initiative moves last and fires first.
Initiative doesn't work in X-Wing like it does in some other games. It's simply a timing resolution mechanic. But it is still an important factor in the game. The tournament rules state "The player with the lowest squad point total decides which player has initiative. If both players are tied with the same squad point total, toss a coin. The winner of the coin toss decides who has initiative."
The player with Initiative will move and shoot first when there are equal pilot skill values.
Against an outrider hlc dash, if you have initiative, then you'll be sure to trigger your ACD. If you don't, then you'll be able to react to dash's move and try to get into the donut. The latter would be high risk high reward, as any mistake would likely end with dash shooting at an uncloaked phantom.

At the same time, moving first can risky because you don't get to recloak with ACD if Dash dodge's your arc. I think I'd rather move a Phantom after Dash to try to stay in his range 1 dead spot.
