So on the Campaign log for the second side mission it says that rebels get items from Tier 1 and 2. But the rules don't specify what that means? Do you deal out an equal number of 1s and 2s? Or do you deal till you run out of 1s and then deal 2s.

The second one seems more reasonable to me, and I'll be sending the question on since I haven't seen anyone else ask. But what's your opinions?
