Luke Skywalker's "Inspiring" ability (While another friendly figure within 3 spaces is attacking, it may reroll 1 die.) can be used only once per attack, but can be used for every attack of every friendly figure within 3 spaces?

Yes, every new attack benefits from his ability. It would say once per round if it could only be used one time for your entire squad.

But it's not just right, left, backward and forward...it's also diagonally-left and diagonally-right to the front, and diagonally-left and diagonally-right to the back. And all the permutations in-between.

How does walls affect this ability ? And by extension officers Order ?

you just have to count three spaces or two for officers. You can't go through walls but you can go around them.

Is there a spot in the rules that specifies cannot go through walls we couldn't find anything last night when this came up ? We assumed it didn't but we're looking for a rules reference and found zip. Course it was pretty late too.

The abilities say "...within X spaces..." and in the rules reference there is a section on counting spaces. You count as of you were moving your figure. You cannot move through walls

Cool that is what we were looking for. I'll dig through the book now.
