Yes but then the players will have them when they loot the bodies. If you don't want your players to have it don't give them access to it.

However, it has the same level of encumbrance as any of the Holdout blasters.
And it has the same number of available Hard Points as any Heavy Blaster, most Blaster Carbines, and most standard Blaster Rifles.
Okay, it’s a bit expensive. But for people who are buying ships, 1900Cr is nothing.
Price-wise, it’s the same cost as a Blastech DH-X Heavy Blaster Rifle. But you could carry Seven DR-45s for the same amount of encumbrance as the DH-X.
This thing should have the Encumbrance boosted to 3, just like all the other Carbines.
And using the holster as a shoulder stock should take up a hard point, as should adding the special Augmented Spin Barrel that allows you to boost the range of the weapon.
It doesn’t necessarily have to be Restricted, but it should be Rarity 7 or 8, and not Rarity 6. If you’re going to keep it Rarity 6, then make it Restricted as well.

Sure, it says that in the fluff text, but the mechanical stats of the Dragoon are the same, regardless of whether it's in pistol or carbine mode. Pistols have medium range, and so do carbines. Personally I'd be all for increasing the Encumbrance to at least 2 when the extra parts are added, but otherwise I'd leave the gun as it is.
The only issue that I have with the weapon is the Encumbrance. Upping it to 2 or 3 would be better.

Not all pistols have medium range. Many of them have Short range, but a few pistols have Medium range.
This is a case where I think I’d say that it has Short range without the ASB, and Medium range as a Carbine with ASB.

Now I am with everyone else on the Encumbrance Value being low in the book. I wondered if it was a misprint that it was suppose to be 2 and with both attachments 3.
I also am in favor of imposing difficulty in trying to hide it. It is going to be a big pistol no doubt about it. So it is not something that is just easily concealed. It also would attract more attention than most Heavy Blaster Pistols if worn openly.

This is a factor in a later stage of a campaign rather than the beginning of one, but at that point you also need to consider how much PC's have already spent on weapon upgrades prior to being able to afford this in the first place.

You really do not need to change this, but it does need to be utilized properly. Like - yes you can buy one, but there is not a shop in the area that actually carries it in stock. So you would end up having to order it. That is not including whatever additional costs a shop might charge or even if they can order it.

Very true and a option that can be used is the weapons is damaged during the fight. PC's might not be able to repair it themselves and what is the cost to factor in the repair. I.E. costs almost as much as a new one.
Of course when I read the fluff on the Dragoon what came to mind was the Pistol / Assault Blaster from Lost in Space (1998).
Looked into a couple of things myself and found these.
Personally I'm going to do these adjustments.
- Change the encumbrance to 2 overall (1 just seems too low to me). I don't see a need for it to change no matter how you describe the weapon or what form it is in. It either has the attachments already there and folded away or you have to carry them separately and attach them. Either way they always will encumber you in one form or another. If someone chooses not to carry its accessories then a GM can deal with that separately.
- Range is short in pistol form, medium in carbine. This will make it a little more useful and versatile in my book.
- Damage stays as is.
- Stays as a maneuver action to change.
- Attachments only work for the form it is in (pistol attachments-pistol; rifle attachments-carbine). If an attachment will work in either form then it still will.
- Much like the heavy blaster pistol it can deplete ammo on three threats as well as a triumph.

Actually, we know that the author who wrote that part told us that he based the concept on the Colt Dragoon Revolver with a detachable stock for use as a carbine in the cavalry, very similar to these pictures:
