I have had this game for a week now and Valar Morghulis is a discussion point I have been having with other people. The card says 'kill all characters' does this mean just those in play or those in players hands as well.

Clarification would be appreciated.

Just those in play (you have to play a character card before you can kill it). If you have duplicates or bodyguards in play, those cards would be killed instead (so some characters in play might actually survive Valar Morghulis).

Are plot cards revealed simultaneously? If lannister played that "Ring sigil characters cannot die this phase" plot card, they would live through Morghulis right?

But, yes, the word "Cannot" is absolute, so they would survive.
