Hes first ability on the card is assault. A question came up with his ability.

1. Does it mean he can spend both actions to attack

or

2. Can he use an action like movement the attack and still get a second attack?

They was I read it is he gets to use both actions to attack and therefore can not move the same round. My friend states the ability does not say that so he can move then shoot and shoot again.

Attacking is an action. Moving is an action. You get two actions per activation. Fenn's ability allows for both actions to be an attack action whereas most other figures cannot perform two attack actions. If Fenn uses both actions to attack, he cannot perform a move action during that activation because that would be three actions.

This is different from Darth Vader's Brutality ability. Brutality is a single action that grants two attacks, allowing Darth Vader to attack twice and move. If Fenn's ability was an action that said he immediately performs two attacks, then he would be able to attack twice and move. As it stands, he can attack twice, move twice, or attack and move (or take other mission-specific actions).

The answer is #1. He can Move and shoot (once) or shoot twice without moving. His ability is he may attack twice, which means he overrides the Skirmish rule that says you may only make one attack per round per activation.
