HLC only does hits... but the FAQ talks about rerolls allowing crits. So if I use TLock does that then allow crits on any rerolls?

Yes. Any crits rolled after the initial roll stay. You only convert the first set of crits. So marksmanship is fine, and TL crits are fine, Etahn A'Baht should work.
Basically, the HLC clause should be the first thing you do, since you get to decide the order in which your simultaneous effects resolve. After HLC resolves, you get your modify dice step

Sounds more or less right. Mercenary Copilot only makes one of the hits a crit.

The Heavy Laser Cannon's text triggers immediately after you roll the dice, before you even start the "Modify Attack Dice" step. It never triggers again for that attack. So you get to keep any other modifications, including changing results (like Mercenary Copilot) or even rerolling (Krassis, target lock).
Roll>modify crits to hits>activate abilities.
If you have a TL any re-roll you do stays as crits as well it's only the first roll.
I'm trying to convince my community that hlc's CAN crit with a tl, but they just don't believe me. I can't find the faq section, would one of you link it for me so that I may show my opponents?
