Let's say I'm using Galactica Phantom with a character who isn't Ralf, and I use Meat Eater on it. Can I give it Powerful: 1 or does the Meat Eater ability have to use the +1 Powerful if Powerful is already on the card even if it is Ralf Only?

If it's not Ralph, Meat Eater gives Galactica Phantom Powerful: 1

In fact, when you set the card on the table, if your character isn't Ralph, you don't even see the Powerful keyword on the card. It's not there! You're hallucinating!
