Are rumor cards meant to be used with the base game?

Rumor cards are meant to be used with any campaign you choose to use them with. If you are using them from an expansion, only use them if you are going to use other expansion material.

I have a question about rumor cards that add additional quests. So OL played card Golddigger (1st act rumor quest card). We completed three act1 quests from main campaign but OL won the last one. Do we have to go to that quest or it's up to OL to decide?
From the FAQ, p5:
Q: If an Act I Rumor card with an available quest is in play, are the heroes
and overlord forced to play it before the Interlude?
A: No, but that quest will no longer be an eligible choice after the
Interlude has been completed.
