My set did not include character cads for Luke and Vader. Is that normal?

Luke and Vader should have come in the card set with the Rebel and Imperial logo not the expansion pack

As mentioned VirMortalis Luke/Vader only comes as deployment cards and not as character cards (like the 6 heroes), so hopefully that clears the matter up
