If you are play testing Fat Han or turret, like 90% of the shots will be R3 OR out of arc. so yes. You can easily avoid the arc like usual. its called arc dodging after all.

For Fat Han, I expect to use at least 1 action for a Boost or BR to be in the right placement. I also hope to assume I try and avoid being blocked easily (this is the worst assumption).
So, for Soontir I estimate 1 boost/BR, 1 evade, 1 focus. Yes.
For Turr VI I estimate 1 Focus only (boost/BR)

Will it actually be worth it for 2400 to K turn, just to get a Squint into arc. How often can Turr reliably zoom in and BR out of arc after firing?

Swarms will not necessarily win all games. Dash + Lonewolf + HLC + Outrider loves swarms. He won't like Autothruster Tie Intercpeptors and Chaardan A-wings though. He won't like Echo and Whiper closing in on him.
Autothrusters take some power away from turrets (both primary and secondary) and also stakes some punch off of range 3 secondary weapons like HLC and proton torpedoes.
Thus said it doesn't help against ships that have Auxiliary arcs (Like the Firespray) or normal Arcs (like every small based ship not using a turret upgrade). It doesn't help against BTL-A4 Y-wings (quite the opposite) or against autoblaster cannons (not the turrets) or proton rockets and cluster missiles.
ANd of course unless the Tie Swarm is at range 3 no help against that.

I've found this is a very compelling reason to pair Hull Upgrade instead of Stealth with Autothrusters. If you get blocked, you can take the hit and keep going. Autothrusters means you can keep going longer. Your native 3 greens plus AT usually means you can negate 2 hits. Hull means you still get unlucky and still get unlucky again later in the game.

I agree, I don't think it's going to be cut and dry. The large base combined with Barrel Roll and/or Boost means Dash's displacement is just so much more than Fel's, even though Fel will see where Dash is going. Of course the use of actions to move by either one means actions that aren't free to boost attack or defense. So whomever successfully won the maneuver battle won't be hitting the other one as hard as possible. The key will be using the other ships in the list to set ambushes/blocks for the other guy's main ship. This is why it's a game.

Absolutely. One of the great things that few people are talking about with Autothrusters is it allows Interceptors to get to the arc-dodging knife-fight more effectively. They don't have to dance around to short range as much, because they can tank the R3 shots and then dive in next turn. An interceptor with ATs is just about immune to swarms at R3, barring a lot of pretty bad luck.
Decimators will be destroyed by Autothrusters interceptors because they will almost never get the interceptors in front arc. Millennium Falcons and maybe Outriders can K-turn to bring their front arc to bear on the nimble starfighters. It's not a strategy they've used often, but they certainly will start to. Decimator just doesn't have that option.

They might struggle to get Interceptors into arc but Decimators will have some other tools to use against Interceptors. The Decimator does get access to Vader and Revel Captive, both of which are very strong against Interceptors. VI RAC beats all Interceptors in the PS race, and any PTL Decimator with Ysanne gets to boost after it knows where all Interceptors will be facing.
How do Autothrusters fare against Gunner? Rebel Captive and Gunner on Predator RAC seems like it might have a decent shot at getting some consistent damage through.
