The diagram in the book is a little confusing to me on when action windows actually occur in the command struggle. Is there an action window between the command struggle at each planet or just after all planets struggles are completed before end of phase? Trying to figure out if I can cast gift of isha to gain command icons by using rewards from a previous planet in the line up. Also, superiority can be cast at any time regardless because it is an interrupt correct?
Command Phase Action Windows
You cannot play any actions until after all command struggles have been resolved. So no Gift of Isha to win later command struggle. However, Superiority is an interrupt, so you can play (which is the official term, rather than "cast") it for any command struggle, including if you drew it in an earlier one.
Yep Interrupts break the rule that you need an Action window in order to "respond" to certain situations.
I feel that certain rules have been made extremely difficult to read but make sence once you play a multitude of games.
I guess you'll get used to it.
Something that sometimes causes some problems often have to do with Interrupts interrupting each other effects and since this game does not have a stack (perse) it can cause some rather difficult situations to resolve.
Luckily even that is fixed by looking at Initiative in most cases.

I think this statement might be a little misleading.
The rules say that Interrupts and reactions are not actions and follow their own timing rules. So Interrupts do not "break the rule" requiring Actions to be played in action windows because they are governed by different timing rules. It's like saying cars on a racetrack "break the rules" for speed limits.
I know it kind of amounts to the same thing, but I think it's important not to consider interrupts and reactions as "exceptions" to rules that don't actually apply to them. It makes people think the rules of the game are more complex than they really are.

You are right.
