If you can shoot point blank over it, I see no reason why you can't swing a saber over it. The Reach keyword specifically also works with this as it specifically states you need Line of Sight, so impassable wouldn't effect reach, either.

Page 8 (Learn to Play booklet) states that two spaces seperated by Impassable terrain are adjacent; melee attacks must target a figure that is adjacent; so yes, you may make a melee attack across impassable terrain.
