tactical jammer turns your ship into an obstruction, does that mean that all attack against you are obstructed? or does it apply for everyone but the ship its equipped to?

It only works when your opponent is shooting through you at another target. If it worked on the ship carrying it I would think it would almost be an auto-include in a lot of lists.

Everyone but the ship its assigned to. It'd make no sense to add a 1-point modification that increases defense dice by one against all attacks in the same wave as a 3-point upgrade with the same effect that only works for a round.
