Question about rest

Newbie question about rest, but I can't seem to find the answer.

Everywhere I read about rest, it says I can recover strain equal to endurance, then health if I recover more strain than I have suffered.

During a campaign, hero figures can perform an action to
rest. When performing a rest, the hero recovers Strain equal to his
Endurance.
If he recovers more strain than he has suffered, he recovers one
health for each strain he cannot recover.

But it's not entirely clear if I can recover just health if I haven't suffered any strain at all. Can I rest with 0 strain just to recover health?

health for each strain he cannot recover...." i would say it's pretty straight forward that you may rest without strain.
This is supported by this piece from Rules Reference page 23, bullet point #5 under "Strain":
  • If an effect allows a hero to recover more [strain] than he has suffered, he recovers one [Damage] for each [strain] he cannot recover

I interpreted the rules the same...so yes you can recover health by using a rest action, no matter the strain tokens on your sheet.

Fluffwize I look at Strain as a sort of "buffer" before you actually take Damage, unless you're stretched to your limit (Endurance), then you start to suffer Damage

That was my guess as well, but I caused some discussions in our play group and I wanted to sort it out.

Quick note re: strain for you Rebel Scum out there...

You cannot voluntarily over-strain yourself. If you require strain to activate an ability and that strain would put you past your limit (and subsequently cause you damage instead of strain) you can't spend the strain and hence can't perform the action.

So let me get this straight......A hero can/could rest twice in the same activation to (1) recover strain/and or health and then (2) rest again to recover more health?
