Actually, nevermind the second question. I reread the rules and found my misinterpretation. Still need the first question answered, though.
Edited by RyelicThe Imperial player will activate all of his groups before the round ends. If he has more than 4, he will activate the last groups consecutively with no interrupt from the Rebels. It can be very advantageous for the Imperial player to have many cheap groups so he can adapt more easuly to the heroes' strategies.
