Question: Do both figures get the elevation bonus (extra black defence die), regardless on which side they are standing (e.g: upper and lower)?

The only condition is that it's a 0 range melee attack (without reach) that is executed across such a line.

then the defender gets an additional black. Up/down is irrelevant.
