Concerning Imperial 'attachment' cards:

Can I put them on units that start on the map at the start of the mission? Or are those not considered to have been deployed?

Yes. You deploy at the start of a mission and can use attachments.

I know by now that almost every question is in the reference guide, but it's not alway easy to make the puzzle a coherent image.
