Campaign round ending question

When does a round end, and as the imperial player, do I advance the threat dial if either I or the rebel player has two more deployment cards/activation tokens? The rules say to take it in turns to activate and the round ends when everyone has activated, but if I only have two deployment cards and the heros have four tokens when do I advance the dial? Last night I was reusing my two cards and advancing the dial after the heros had finished all their activations.

Page 3 in Rules Reference:

Activation:

• After resolving an activation, exhaust the figure’s activation token (for heroes) or Deployment card (for all other figures).

• If all friendly groups are exhausted, that player cannot perform any more activations this round. The player’s opponent(s) continue to resolve activations until all groups are exhausted.

Ah, must have glossed over that bit in the reference in favour of the learn to play guide.
