"Fortress" strategies have been pretty contentious but have so far remained un-competitive.

This little build seems like it could turn that around. Is the ability to "fortress" worth two points and an EPT slot?

I still doubt it would be competitive but the Decimator does give the Empire an 'easy' way to Fortress up. Consider:

R.A. Chiraneau + Wingman + Isard + Gunner + Mer Copilot

Col. Jendon + AS + Ion + Tactician + Rebel Captive + Tactical Jammer

This is just 97 points so you have some wiggle room which I could have put Dauntless into but decided against it when I figure the TL may be coming from Jendon anyway. Not entirely sure how you'd want to "fly" this as a couple ways come to mind. I put in the Tactical Jammer assuming the Shuttle could go in front with guns pointing out and the provide some cover to the Decimator behind it.

With all the stress mechanics out there, I could see this list being a serious pain. One ion pulse missile could ruin your day as well...

I like the idea of making an unpopular (and in this case, possibly unintended) mechanic work, but I'm not sure if it's viable.

With 3 points I would add the St-321 title. Get your locks early so you can stack.

The problem with fortressing large ships is that there is a fairly large area in which one of your ships can be shot at where your others can't help shoot back.

That's part of the reason I suggested the Ion Cannon and Tactician in my earlier suggestion. If they are coming in on you and you hit them with an ion that most likely means they aren't getting away clean next turn before the other ship can open up as well.

Urgh can we please not promote that playstyle, it's entirely against the spirit of the game.

No it won't. It has a blind spot where the opponent can approach without getting shot at by the shuttle.
