Let's say a Rebel player attacks and does two damage and they roll a surge. The surge causes Stun. The Imperial player blocks both incoming damage. Does the surge effect still apply even though the damage did not make it through? Thank you.
Question about applying surge effects
The surge still applies, because the attack hit, it just caused no damage.
Think of it as if the character being attacked got shot in the head, but was wearing a helmet. The helmet kept them from actually being hurt, but something still knocked them in the head, so it stunned them.
I thought that a figure has to suffer damage for a condition to take effect. Page 9 in the RRG.
To get an attack you must be able to draw a line from 1 of your squares corners to 2 of the target, if your stood directly on top of it then you can't draw the line so that would mean NO you can't attack the target whilst directly on top of it
A [surge] ability that relates to a keyword, such as Blast, Cleave, or a condition, applies after the attack resolves

Conditions are sometimes used as keywords. When an attack uses a condition as a keyword, the condition is applied using the following rules:
- The target of the attack must suffer one or more [Damage] for the condition to apply.
- The condition is applied after the attack resolves.
