I was looking into picking up this game, but I'm a bit confused as to how this works exactly. What does it mean by a Living Card Game? Is it like MTG where they are releasing new cards all the time and each player owns and manages his own collection/decks or is it...not like that?
How does an LCG work?
It's almost exactly like that. the difference between a LCG and a CCG is that the packs that you buy for an LCG are fixed cards, there are no random purchases.
Biggest difference and the advantage of LCGs is not random. You know what you are getting in every pack.

The easiest way to say it is that each pack is all inclusive - by that I mean you get everything needed to play. The two exceptions are the base game (called the Core) and Edge of Darkness (often referred to as EoD).
Advantage - because it is all inclusive, it is pretty easy to pick up and manage a collection
Disadvantage - there is not much collectibility to the game itself (the collectibles are acquired through playing in events)
Right now may be a great time to start playing. I bet you can find some near complete collections (most important being 2x Core and 2x EoD) for fairly cheap.
Lastly, let me know if you want to play some games online - there are a number of ways to do this, and there is a lot of support for that as well.
