They are both accurate. Victor comes from DS02P run, along with all of his other friends.

Jubei comes from the same SNK run as Seth & Company.

It's part of the "Holy crap STG produced WAAAAAY too many promos during the last bit of 2007."

You've got til February (assumedly, might even be April) to bust em, giving you about 9 monthsish.

He's still fun in general.

I'd say consider using him with the execution Rites. You'll have guaranteed access to 2 of the 3 (well, assuming they'd go to momentum, of course) each turn, and you can tutor back the first piece with Nursing a Grudge.
