Freaking amazing pack it looks like, with a ton of upgrades.
The Emperor looks fantastic, but I'm not sure if his ability will be more like Vader (damage some sap) or his EU Battle Meditation (boost others). The Rebel Epic crew members have both available, so he could go either way. I'm fully expecting him to be Epic/Huge Ship Only though.
Also yeah, that looks like Ozzel right next to Palpatine.

One thing that we can be sure about the Ozzel card, it will be a "discard" card that will never make it to the end of a game match.
Captain Ozzel: Discard this card to discard the Commander Piett card and replace it with the Captain Piett card.
Emperor Palpatine: Spend two Focus tokens. Select one enemy ship within Range 1-3. That ship must roll 3 Attack dice. It suffers any damage rolled. If no damage is rolled, the ship instead defects to the Empire player. The controlling player must hand the maneuver dial to the Imperial player, who retains control of the ship until the end of the game.
Commander Piett: The first time during a round that you would gain a Focus token, gain a second Focus token.
Captain Piett: Any time during a round that you would gain a Focus token, gain a second Focus token.

I don't think they always look at it that way. I think they say "here's an ability we want to do. how do we make it fit?" like the dash crew card, the ability was thought of then put onto a card that makes sense rules and fluff-wise.
Thrawn would have to have some crazy setup-changing ability.
