Make ion cannon turrets assign two ion tokens?
It would have to be expensive as hell, but it would work to make ion cannon turrets effective against large ships. The only real issue is that large ships have maximum 2 agility, so it would be incredibly easy to continuously ion them off the board. The cost should reflect this. Maybe 5, 6 points?

Again, would have to cost lots of points but would open up the uses
A lot. Would make them decimator poison.
Use a different movement thana white one forward?
Maybe a white stop, or a white 1 bank? Being able to dictate the direction would be a pretty fun trick, but might also be too powerful, too easy to ion someone off the board.
Edit: I forgot to mention, I conceived of these as hwk only upgrades, to make the hwk a bit more interesting. The y wjng with the double attack mod would be way too powerful with this stuff.
