I'd guess it is. I've pre ordered stuff since wave 3, and have never had my order delayed. If you order something that isn't part of Wave 6... Then you might.

Like say you order a HWK-290 and they're out of stock, then you might get delayed, but IME everything in a given wave shows up at the same time.

Interesting question. But if they want to launch a new wave almost every at once. Even with the slight delay towards Australia and Europe, how many boxes are we talking about? How many people play and collect this?
