If you're looking for your torpedo's to miss, then you're asking Dash (and a lowly Z) to do a LOT of damage. HLC is nice, but not enough to close the deal without help.

IMO a successful Dash list is going to be designed to hammer whatever ship is most threatening to Dash, then Dash alone can do most of the chaff cleanup with arc-dodging.

Building towards that is your best bet.

That's the point, nera and dash focus on the ship that's most threatening to dash. Nera hopefully gives them a stress so they have an unmodified attack against dash while dash punishes them with hlc.
