You can't equip both - they take the same upgrade slot

But you can gain more than one evade token - using Lando for example (obviously he can't go in a phantom tho)

This answer is a bit misleading. You are right in that you cannot have 2 modifications on one ship, and that with some effects it is possible to be assigned more than 1 token in a turn, but you cannot use Stygium Particle Accelerator and do an evade action in the same turn.

SPA gives a free evade action, and you can never take the same action twice in 1 turn even if it is a free action.

Recon Specialist doesn't give you two actions. It gives you an extra token when you take that action.
