EDIT: what's the target heading for in the "ongoing agendas" section?

Certain Agenda cards can target you or a hero that will last across missions:

A Pressing Agenda

"Other Agenda cards do not result in a mission, but instead grant bonuses to you or penalties to the Rebels."

So you can just write in who that target will be under that heading.
