Roark seems the weak link in #1, not a lot defensive strength and, as he goes, so goes your all-in bid for PS.
A-wing vs. Phantom in 1v1: Give an A-wing a Chance!
I got 3 attacks in before roark died. One was a Bwing with tactician. Stressed him out, no ACD and i killed it off from there. He took out Roark after that.
You can add Moldy Crow to Roark. Thats a really good card. extra focuses for defense, and if Whisper gets close, you can even TL F your 3 dice ion shot. Vs 4 green dice, its about equal.
Good flying cannot be underestimated. Engage him within the asteroid fields to block decloarks. Also a big pile up tends to be better for you. You can even block some decloak lanes with his own ships and your ship and an asteroid. With 9 other ships on the table, you should find that trapping Whisper is pretty easy.

As an opponent, do you go for the high ps, tough to pin down A-Wings? Or the less threatening, enabling Roark?

You've got a point, though Roark won't really live for a long long time and then you still have the PS, against Whisper you would still boost Jake. You could take VI off of Tycho and put Expert Handling in there though.
I think youre better off with 2 Zs or something at that point. Something to buff your piddly 2 dice after Prockets.

I'd fly evasise as hell , lock him as soon as i could and pray for that perfect range one shot with prockets, a Target lock and focus.
PTL on tycho for the double actions and perhaps stealth device? Makes you as hard to hit as him most the time but you dont need to cloak?

Last time i flew a wings against a phantom it was four a wings

all with refits and test pilot so manouvrable as hell as they all had PTL and either VI or outmanouvre etc.
I was up against a phantom, mauler mythel and a named interceptor (soontir?). Anyway i ignored the phantom and just smashed the in first as quickly as possible, then the named tie. i'd lost jake at this point.
Then with three a wings i just circled the phantom keeping wide arcs... if he dared decloak tycho shot him first and usually had at least one of the greens adding in fire. Took a few round but eventually he went down to a green pilot.

I've played this list and it is fun. It's a bit on the weak side because the two a-wings compete for maneuvering room and have trouble concentrating fire, but the fun factor makes up for it. The z-95s act as a meatshield and pin your targets in place while the a-wings fly circles around everything with the threat of a one-shot kill from the proton rockets.
In a maneuverability fight pilot skill wins out. The A-wing wins when it has the pilot skill edge.
The only one on one a wing that has a prayer against Whisper is:

Any rebel list can work against a phantom with spread arcs.
I've taken down echo and whisper with two x wings and a y wing by anchoring the centre with the Y wing and keeping the xs at right angles covering a very wide area.
A wings just make it easier as you can position really well and get across the table quicker to swap positions if one is weakened
Only time i've ever struggled with a phantom is when i played a two ship list (HLC dash outrider + corran horn) but then that might be because i was allowing my opponent to decloak and fire in the firing phase... didnt realise you could not do it like that
