Im also a fan of more faction specific Warlords. Im quite sure they will eventually show up but currently the game is still in it's children shoes. At first I think it's important to have at least 2-3 Warlords who can mix. Then add in 2-3 Warlords who can only mix with one faction and lastly add 1-2 Warlords who can't mix at all.
Sisters of Battle
First attempt at card design. Not entirely happy, these are still a work in progress.
Canoness - Warlord
I like the idea of SoB not being able to retreat from battles, but to be honest, I think it suits more for them to get +1 ATK than to get +1 HP. Although, they could have some "Faith" event that allows you to heal a unit, or something like that.
Also, I'd have something special with fire, along the lines of the Burna Boyz, but not just the same.
Interesting that you chose to give a Support unit a shield - shields are to date only on Attachments and Events, which seems to be a deliberate design choice.
Small niggle as well, but the card elements you have defined as 'Tactics' are in fact 'Traits'. 'Tacic' is actually a type of Trait present on some event cards.
Tekwych, I like the general design but feel it's to powerfull since there is no downside to thaking this Warlord over other AM/SM options in general. Not being able to retreat is offcourse a small downside but only becomes relevant when the Warlord is actually bloodied, where (I assume) it will not have it's traits anymore and thus the downside is actually gone...
Starting with 8 cards in hand and 8 resources also has only been done so far on an Inquisitor who actually has no attack to begin with, resulting in massive card disadvantage later in the game if he actually needs to get some work done...
Same as with the Warlord I feel the Celastians also are to powerfull for their cost, AoE and Ranged actually means you don't need to cover either of these incredible abilities further in your deck. Cost 4 for all those effects seem more balanced or drop either the AoE or Ranged effect on them for a more balanced signature card (imho).
Lastly the Blade and the Shrine also seem really powerfull, a bit to much imho but I could see FFG do this because both are only 1-offs in the deck.
Apart from that I am very intrested in a trimmed done design of the above, not because I don't like the SoB's but because I feel that the AM/SM factions work more as an allround engine instead of dropping the bombs like Chaos.
Ion Rifles / Catachan Bunker on the Celestials would be a bit to much imho for their cost (for example).

AM (and thus this proposed version of SoB) can't ally with Tau

But nothing mentions wheter its a SM faction Warlord or AM...

Ah, I was working on the assumption that they were AM as suggested upthread.
Thanks for the feedback. Yes I see Adepta Sororitas as an AM Warlord. I feel support, at least some, could make great shield cards as the power of the support adds weight to sacrificing the effects as a shield. A Flaming Advance event is something I was toying with.
As I said a work in progress but I think a Battle Sisters subset is very workable and I would hope to see this trait (typo before) sooner rather than later.
Ah okay! Well that clears things up.
@ CommissarFeesh , I missed that #DOH#. But yeah AM has no Ion Rifles to work with altough I personally see both Catachan Outpost and Ion Rifle as a auto include power card for either faction that has access to it. Call it staples if you will.
In the case of AM SoBs I still think that CRC 3 2/3's with Ranged and AoE 1 are a tad to powerfull with Catachan Outpost.
The main reason Ratlings are in most AM decks is because Ranged and Catachan Outpost are insanely powerfull. Not to mention how hard a CRC 3 4/3 Ranged Sister would be that also can handle tokens really well.
@ Tekwych I fully agree that this Warlord is workable but I have to say it feels like an extremely powerfull addition a bit to powerfull I would say because it actually includes everything you ever want in your deck, Ranged unit, AoE unit (who happen to be the same for a midgame cost and a very decent survivability), 2/6 Warlord that starts with an extra card and an extra resource and makes your key army untis 2/4 who are also extremely hard to get rid off because of Act of Faith and it includes another weapon with no downsides at all because of the way the Warlord boosts the units, boosting the Warlord to a 4/6 and all the other Ranged, 4/3 Sisters will let you whipe the board without much interaction of your opponent, all without the inclusion of obviously powerfull Event cards like Muster the Guard, Rockcrete Bunker and Ork Kannon...
