Hey guys. So I'm currently playing a game of talisman and one of our players cast a terramorph spell to terraform the crown of command into a desert. Is that even legal?

I know the fire lands expansion said you couldn't change the town center or jail in the city but can you change the crown of command?

From the Firelands Rulebook:

"Players cannot place Terrain Cards on spaces in the Inner
Region".
