Yes he can. Add daredevil or expert handling and he gains three stress tokens each round.

Nearly.

Daredevil is a maneuver and may cause overlapping. Boost is not a maneuver and cannot cause overlapping.

Tycho with daredevil and EI/PTL can perform a maneuver, boost and daredevil in the same round.

Keep in mind that you do need some kind of upgrade action in order to use experimental interface. The action from it can't be one in your upgrade bar (although the trigger for it can be). So, yes, Tycho can get a crazy number of actions and stress each turn, but you have to load him up with upgrades to do it.

I wasn't commenting on ones motivations for doing so. Hell yeah it is totally worth it to fly a fat Tycho, but you do HAVE to give home some kind of action upgrade card for him to make use of EI.
