Wow, good point...heh heh.
According to the rulebook, it is the first player who does it all, but I'm pretty sure you're meant to get a Mythos phase regardless of what's happening to the first player.

Yes, there is always a Mythos phase. Being the first player during the Mythos phase simply means he is honored with the task of drawing and reading the Mythos card. I think of the 5 game phases as being divided into good vs evil sections: phases 1 - 4 being the investigators turn (the phases which are lost when a turn is lost) and phase 5 (the Mythos phase) being the turn of the Ancient One which can't be lost.
You usually only lose the first players turn *. There is still a first player, therefore he/she/dog/it can still do the mythos**
