Gunner is wasted with Outrider as Outrider specifies that you cannot use the primary weapon when it is equipped.
When you have a <cannon> Upgrade card equipped, you cannot perform primary weapon attacks and you may perform <cannon> secondary weapon attacks against ships outside your firing arc.

Just for clarity, if you run an HLC Outrider, if you draw the Critical that makes you discard a secondary weapon, such as HLC, you would then go back to having your primary.

Actually, it does. Outrider says you cannot make primary weapon attacks. gunner says you may make a primary weapon attack. Based on the table above, can't overrides may. That table perfectly answers the question you had, along with any similar interaction where one card permits something and one forbids it.
