I think you get wasted points from gunner, you make a primary attack with gunner and outrider says you cant make primary attacks
It is not made primary, it is still a secondary weapon. As others have mentioned, you cannot fire your primary weapon with Outrider. Gunner specifies a primary weapon attack, and therefore the 2400 is unable to perform the second attack from Gunner if it has Outrider equipped.

The Outrider lets you fire outside of your arc with a Cannon it does not make the Cannon a Primary weapon

Take the critical hit " Damaged Cockpit" for instance, here we have a Crit that make the pilot skill 0 but can be modified by either a VI or Swarm Tactics. "Blinded Pilot" does not stop Gunner from working. So if gunner triggers and gives you permission to fire you primary why wouldnt you be able since gunner says you may, even though Outrider says you can't. (This is a little "Devils Advacate")

Blinded Pilot instructs you to roll 0 attack dice on your next attack roll and then to turn the card face down. Gunner instructs you to make a second attack with your primary weapon. There is no conflict between the two.
The Outrider title allows you to attack with a cannon outside your arc and disallows any attacks with your primary weapon. Gunner instructs you to make an attack with your primary weapon while the cannon is equipped. Since you cannot make primary attacks Gunner doesn't do anything. If you were to take a Munitions Failure crit that makes you discard the cannon, Gunner would start working. There isn't much ambiguity with how Outrider and Gunner interact if you carefully read the cards.

Rulebook says if you have one thing that lets you do something and another thing that disallows that, the thing is disallowed.

This part is incorrect - if you have a ship with VI and it gets Damaged Cockpit its PS is 0 not 2. The FAQ has covered that when multiple effects change PS the most recent one takes precedent.
So if a PS 9 ship has VI its PS is 11
If it then gets Damaged Cockpit, that is now the most recent modifier so PS is 0.
If it then gets boosted by Swarm Tactics by a PS8 pilot, that is now the most recent modifier, so its PS is 8.
Once the ST effect wares off, you are left with Damaged cockpit being the most recent modifier so PS is back to 0.
If you somehow remove or flip down the damaged cockpit crit then VI is the most recent modifier, PS goes back to 11.

The flechette cannon card is spaced almost exactly like Ion Cannon, meaning you probably have to hit to cause stress.
